Unlike many parts of India, most of the children in the state of Orissa, the economic boom has quite simply passed them by. In small towns, many suburbs, and especially in villages, millions of children remain largely untouched by the good times, with little prospect for connecting with the benefits of a rising economy. People of Orissa want a better future. But to act on that desire—to convert a public wish for public good into action—we must deepen awareness about the status of child. We must foster fair and accurate understanding of the causes of those problems, and we must awaken confidence that something can be done that makes a difference. To meet the above challenge & aspirations of the people of Orissa, the Govt.of India in collaboration with the state Govts.has framed an ambitious programme of Sarva Shiksha Abhiyan

The goals of this project are:-

» Universal enrolment
» Universal retention
» And Universal achievement in eight years of elementary education.

The pre-requisite for this was a very comprehensive and authentic database of children from 0-14 yrs of age of the entire state of Orissa by name, age, education status, financial status etc.

The above requirement gave birth to Project e-Shishu e-Shishu Project is about diagnosing problems for universalisation of elementary education in state of Orissa by connecting the three vertices of education grid.

To achieve this target; there was a need to track each and every child by name (0-14yrs about 10.8 Million), map each and every school ( 70,000) and identify teachers (1.48 Thousands).The objective is to build the above database and then plant IT tools to monitor day to day progress for achieving Universal Elementary Education (UEE)

In this Project OPEPA with the help of Government of Orissa did a very accurate and authentic survey .The project was implemented through a door to door house hold survey .There were nearly 75 lakh families. In this survey nearly 52,000 enumerators participated and collected information from each village in around 30 Districts of Orissa. They left no stone unturned to make the data accurate. The data was then collected and stored in the District server.

     
All the 30 Districts are equipped with state-of-art infrastructure with high-end servers and connected with state office using IPSTAR VSAT Network. This will help in updating child related data and other interventions.

Thus a Child Tracking System (CTS) was developed for generating different kinds of statistical report as well as to track down child by her/his name or guardian name. The district programmers can update the child, School as well as the House hold data at the district office and the data are consolidated in a centralized server at the state office.

Another innovative step that has been taken is, to give each household and child a unique number through which they can be tracked very easily. This code (HMIS & CMIS) not only gives the demographic information of the household/child but also provides other information like type of family, gender of child etc

 
 

The benefit of this project would be mostly in planning activities under various interventions to achieve goals of Sarva Siksha Abhiyan and meet the challenges of universalisation of elementary education.

Second major benefits would be to plan specific action for the out of school children based on the reason for their being out of school. Instead of dealing with numbers, we have names and individual to deal with.

Third major benefits would be to plan for future entrants to the education system with infrastructure, teachers etc.in years to come.

Duplicate and fake enrollments which are quiet common in government schools due to several incentives like books, MDM, uniforms could be minimized/eliminated altogether

Most important benefit would be development as a tracking system for each child based on his /her achievements and taking steps to improve the same so as to achieve the objective of quality education.

This project would help to capitalize, as we know even in one of the most backward communities, there are innate strengths and resources of spirit and aspiration that can be tapped and enhanced. We hope that the ideas we bring through Project e-Shishu will resonate with state and local officials, local residents, leaders, and local philanthropies. If so, government will use this idea to leverage many other projects.
