CTS Validation and Updation Project - 2006 Nabarangpur District Orissa Child Census – 2005 was conducted in Nabarangpur District in October' 2005. Over 228494 no. of households were surveyed. The ICR Survey Sheets were computerized through scanning, recognition and consolidation process. Roughly 3.58 Lakhs children in the age group 0-14 were surveyed in the project. The objective was to develop an online Child Tracking System (CTS) where the current stages of each child would be available in the Web. Further it was felt necessary not only to validate the Child Census Database but also to update the same at regular intervals. As per the decision of the State, the Child Tracking System (CTS) Validation and Updation Project 2006 was conducted in Nabarangpur District from 24 th July' 2006 to 29 th July' 2006. The District Level Committee under the Chairmanship of Collector and District Magistrate and District Project Coordinator as the Member Secretary successfully made all pre-arrangements for the Project. Nabarangpur District has 10 Blocks covering 169 GPs, 01 Municipality and 01 NAC covering 29 wards. As per the instruction of OPEPA, 196 Validation Teams for 169 GPs and 06 Validation Teams for 29 wards were constituted and appointment orders were issued in time. The CRCCs, Teachers, AWWs, College students, NGOs, EVs and VEC members were taken as the member of the Validation Team. Four District Level Supervisors and 40 Block Level Supervisors were also appointed by the Collector, Nabarangpur for better monitoring and supervision of the Project. The training for the District Level Supervisors and Validators was held in phased manner and it was completed on 21 st July' 2006. As a Pre-Project activity, in order to create awareness among the people the objective of this Project was broadcasted through All India Radio and Doordarshan in Prime Channels. The appeal of the Hon'ble Minister was distributed to the all PRI Members. This was also published in the local dailies well in advance for wide circulation. The GP Master List, list of In-School children, Pre-School children, Out of School children and EMIS Code was supplied to the Validators in time. The actual validation and updation exercise was undertaken across the district with the active cooperation of the Govt. officials, community, parents, NGOs and AWWs. In course of supervision, the team observed that the validation teams had very carefully verified the records available in the Schools, ECCE Centres, Anganwadi Centres and incorporated required correction in the Annexure II, III and IV. The names and information of the left out children were captured in the separate sheet i.e. Annexure – II(A), III(A) and IV(A). During visit of the Supervisors it was observed that the teachers as well as the parents were very much cooperative to provide required information/ records. They were very much curious to know about the objective of the Project. The Project created a vibration in the community and it was also a grand success. The information validated/ updated by the validation team was consolidated/ complied at Block Level and finally at the District Level and the Flash Report was prepared. Despite unfavorable climate during the period, the Validation Team undertook the responsibility with sincerity and accomplished the work in time. |
