CHILD TRACKING SYSTEM – ORISSA HONORED WITH PRIME MINISTER’S AWARD

The Child Tracking System implemented by Orissa Primary Education Programme Authority (OPEPA), has received the Prime Minister’s Award for excellence in Public Administration for the year 2006-2007. The award was conferred by the Prime Minister, Dr. Manmohan Singh at a function on the occasion of Civil Service Day, on dt.21.04.08.

The CTS has been developed to track the educational and socio economic status of around 1.2 crore children between 0 to 14 years of age group in Orissa and to provide them right & free elementary education. It was conceived during 2005, where through Orissa Child Census-2005 the information was collected from door-to-door survey and regularly updated in subsequent years. It not only identifies the children but also helps the organization to provide the real benefit in terms of Schooling facilities to them. Being a part of Project e-Sishu of OPEPA, it gives focus towards Universalisation of Elementary Education (UEE) in Orissa. Each child has been provided with unique child code to track their status.

    The system was put into practice with the support of Orissa Computer Application Center (OCAC), the IT Directorate through it’s software partner M/s CSM Technology, Bhubaneswar and managed by the Management Information System (MIS) unit of OPEPA.

About Project e-Shishu
Objectives  
Project e-Shishu was designed to achieve the three basic goals of SSA/DPEP. They are:
  • Access: By tracking the out of school children with their age and reason of being Out of school & bring them back into the mainstream education.
  • Retention: By tracking the In-school children and providing necessary inputs so that they continue to remain in the school.
  • Quality of Education: By tracking the achievement level of children and taking corrective measures for it’s enhancement
 
The project emerged to support SSA/DPEP in Orissa to achieve the above basic goals by:

Project Components:
Child Tracking System (CTS) to track each individual child of age group 6 to 14 years by name, date of birth, sex, category, mother tongue, religion, type of disability if any, educational status for In-school children , status of Out of school Children & pre-school children in each individual village. Educational status of In-school children carries the name of the school, class, % of marks secured in last exam & attendance rate etc. Status of Out of school children carries the reason of being out of school, whether dropout or never enrulled and the present engagement of the child. Pre-school status carries the detail information of the child between 0-6 years with status of pre-schooling.

GIS school mapping project (SIS) maps all infrastructure available in each school along with latitude and longitude (GPS survey).

EPIS helps in managing the information regarding teachers and personnel invulved in the elementary education system.

All the above components are integrated and the outputs made web enabled to view all the three main stake hulders i.e. children, teacher and school on one platform along with the State, District, Block and GP abstracts. The detail of a school with infrastructure, children, teachers and photographs are made available on single web page and shared to the public for their information.

Objectives of Child Tracking System (CTS):
  • To track every child from 0 – 14 age group by name / DOB / educational / socio-economic status.
  • To track every In-school Child for providing the required inputs for retention.
  • To bring every Out of school Child back to school.
  • To prepare advance plan for pre-school children.
Steps of development:

Orissa Child Census – 2005:

  • Child Tracking System (CTS) was conceived by OPEPA and implemented jointly by Directorate of IT as a dynamic web based system to track children by their demographic, educational and physical status.
  • Tagging 52,000 revenue villages with the schools using unique EMIS Code.
  • 45,000 personnel were engaged in data cullection from around 78 lakh house hulds through door-to-door survey during Orissa Child Census-05 using a 26 point house huld form.
  • Invulvement of Teachers, AW workers, VEC members, Community members for the purpose of the field survey.
  • Creation of the database of 10.5 million children (0-14yrs) using Intelligent Character Recognition (ICR) technulogy.
  • Designing of CTS web based software for standardized reports available through http://state.opepa.in and used by the different interventions of OPEPA for implementation of SSA/DPEP activities related to school, Child & Teacher.
  • Support from IT Department of Orissa for data computerization and fulfillment of hardware/ software requirements.
  • Design and Implementation of the official website www.opepa.in and web hosting of the reports from CTS for the use of the citizen.
  • Provision of standard Child Code to each child to track them in subsequent years.
Child Tracking System - Validation & Updation-06
  • Objective
    • To validate the data of 2005 and update the educational status of children for 2006-07.
  • Process
    • Printing and supply of GP Master list, Pre-school, In-school & Out-of-school formats to the CRCCs for use during validation & updation.
    • Addition of new parameters like Achievement level of children.
    • Invulvement of VEC members, PRI representatives, local youth and AW workers in the process.
  • Activities  –
    • Correction of existing errors in the database.
    • Addition of new records to include new born/ left out cases into the database.
    • Updation of the educational status of children as per 2006-07.
    • Used for planning process.
    • Made web based and availability of comparative reports through Internet & Intranet.

Innovations during CTS V&U-06:-

  • % of marks secured in Annual Exam of each In-school children was collected and fed to the database during validation & updation process.
      • Linking achievement of students over a period of time in a school can measure teacher’s accountability.
      • Training modules can be designed for teachers on basis of achievement level.
  • This provided a system to track the achievement level of each child for subsequent years using his/her unique child code.
  •  Provided information on the target area to work for enhancement of the quality of education.

CTS Updation -07:

  • The CTS Updation-07 is under process and being converged with the Village Education Register (VER).
  • Guidelines have already been prepared for the entire process and training is already being imparted to the District level functionaries for the updation.
  •  Directorate of IT is supporting for the generation of VER from existing data, it’s computerization after updation and consulidation for output generation.
  •  Districts functionaries & BRCCs / CRCCS are supporting the Village Education Committees (VECs) in the updation process.
  •  The process will be repeated during each subsequent year for sustainability of this project.

Sustainability of the Project:

  • Sustainability is based on the following three issues
    • Reduction in financial requirements
    • Sharing of ownership
    • Mainstreaming with other systems of data collection.

Utilization of the Project:-

  • Used by different Interventions of SSA/DPEP to provide benefit to the In-School and Out-of School children as follows.
    • Target based plan for In-School Children.
    • Need based programme implementation of activities for gender and social categories.
    • Area specific plan to bring back the identified out of school children into school.
    • Providing further schooling facilities at identified areas where there is no access.
    • Measurement of the achievement level and attendance rates of children and plan for the improvements.
  • Use of CTS data by other Departments :-
    • A Core committee is formed of the Secretaries of different departments under the Chairmanship of the Development Commissioner-cum-Additional Chief secretary, Govt. of Orissa for the use of the available data in CTS by all the concerned departments.
    • WCD Department is using these data for the activities related to pre-school children and Mid-day meal provision for In-school children.
    • ST&SC Department is using the list of tribal children for their course of action.
    • Labor department is using the information to identify different categories of child labors in different places.
    • Health & family welfare Department is using the information for immunization & health check-up of children.
    • NGOs / Research organizations are using the information for their purpose.
    • IT Department is coordinating the activities of these departments with provision of additional Hardware & Software supports.
